On 29/7/2024 the government announced that the Winter Fuel Payment will be available only to those in receipt of Pension Credit or other means tested benefits. They say about increased claims for Pension Credit-
'This represents a 152% increase in Pension Credit claims received by the Department for Work and Pensions (DWP) in the past 8 weeks compared to the 8 weeks before.' The vast majority of new claims have been made online rather than by paper or telephone.
The government has also issued Advice for Decision Makers Guidance to the changes.
