In our at a glance guide to Benefit Changes announced in the Budget 2021, we explained a change which is helpful to some claimants-

Shared Accommodation Rate (SAR) for under 35s renting in the private sector- Local Housing Allowance: accelerate the introduction of further exemptions

From June 2021, care leavers up to the age of 25(previously22)and from the age of 16(previously 25) who have spent at least three months in a homeless hostel will be exempt from the SAR in Universal Credit and Housing Benefit (previously due to be implemented in October 2023).

Here's the law and the DWP guidance that enacts these change from 31/5/2021 to local housing rates for Housing Benefit and housings costs in Universal Credit.

Housing Benefit guidance suggests that a claimant needs to let the Local Authority know if they think this rule applies to them. This should be done as soon as possible. The same applies for Universal Credit.
