One of the reasons is that there are deductions built into claims. This means most UC claimants do not get their full entitlement to UC each month. Deductions could be to repay advance payments of UC or overpayments of benefts especially tax credits and UC. Also rent arrears.

The government has also provided some detail on utility debt/ council tax debt etc recovery. Nearly half a million debts cover a total of £338,800,000 debt outstanding.

Deductions are normally set at 25% of the standard allowance as a maximum.
